Sites Reservoir: A Project Overview

Big projects take time and careful consideration. For decades, the Sites Reservoir project has been under development with starts and stops along the way.

Sites Reservoir is a proposed 1.5 million acre-foot off-stream storage facility located 10 miles west of the town of Maxwell, California in rural Colusa County.

The reservoir would capture and store stormwater flows in the Sacramento River - after all other water rights and regulatory requirements are met - for release in dry and critical years for environmental use and for California communities, farms and businesses.

In 2010, the Sites Project Authority was formed to move the Project more expeditiously. Today, construction on Sites Reservoir is anticipated to begin in 2024 and operational around 2030.

Join us as we hear from Alicia Forsythe, Environmental Planning and Permitting Manager, and JP Robinette, Engineering and Construction Manager, for the Sites Project Authority. Alicia and JP will provide an overview of the project, and update AWWEE members on the current environmental, engineering, and financial aspects of the project.

About Our Presenters

With over 15 years of experience as an engineer, project manager, and leader in various industries, JP Robinette currently serves as the Engineering and Construction Manager for the Sites Project Authority. In this role, he oversees all engineering, construction, and finance matters for the proposed $4B off-stream reservoir project. JP led the development of the Authority’s contracting and delivery strategy and is responsible for securing project funding - including a recent invitation and application for a $2.2B WIFIA loan. He founded Robinette Consulting, a company that helps agencies work together to deliver generational water and wastewater infrastructure projects.

Ali Forsythe has over 20 years of experience in project management, environmental planning and permitting, and water operations. Ali currently serves as the environmental planning and permitting manager for the Sites Reservoir Project – a planned off-stream, multi-purpose reservoir in the Sacramento Valley. Ali also leads the development of reservoir operations to achieve water supply benefits for agricultural, municipal and ecosystem users.  Prior to Sites, Ali spent over 10 years with the Bureau of Reclamation.  Her career with Reclamation included time spent as the Deputy Regional Director, overseeing operations in the Klamath and Lahontan Basins, as well as supervising technical offices and programs.  At Reclamation, Ali also led the San Joaquin River Restoration Program, the largest Federally-led river restoration program in the nation.
