Characterizing Groundwater Quality at California's PFAS Sites

Constituents of Emerging Concern (CECs) are a large group of chemicals, of which the environmental occurrence and the impacts on human and ecological health are poorly- or un- characterized, of which per- and polyfluoroalkyl substances (PFAS) belong.  CECs, like PFASs, are a concern due to their potential for environmental persistence, bioaccumulation, and toxicity.

The process to move CECs through the path of regulatory interventions in California requires several pieces of information: An analytical method for quantification in CA waters; monitoring data showing occurrence in CA waters; and information on exposure pathways and concentrations that cause health effects in aquatic species. Our efforts in moving these pieces for PFASs will be presented using unconventional analytical testing methods, the collection of monitoring data through the issuance of state-wide investigative orders targeting known sources or secondary sources of PFASs (i.e. airports, landfills, chrome platers, publicly owned treatment works, bulk fuel terminals) and nearby public water supply wells, and the identification of exposure pathways.

About Our Speakers

Wendy Linck, PG, PMP has spent her professional career spanning 31 years in environmental protection, either in private consulting or with the State of California. At the State Water Resources Control Board, she is a leading the state-wide investigation of Per- and polyfluoroalkyl substances (PFAS) in the Division of Water Quality. Her scholastic background is based in geology. She holds a Professional Registration in Geology with the State of California and a certification as a Professional Project Manager with the Project Management Institute.

Daniel Newton, PE is an Assistant Deputy Director at California State Water Board’s Division of Drinking Water and oversees the Northern California Field Operations Branch. The Branch permits and regulates over 4,000 drinking water systems from Monterey to the Oregon border. Prior to Drinking Water Dan worked in the Waterboard’s Division of Water Quality and Division of Financial Assistance.
