California’s Drought Response

California is currently experiencing an unprecedented drought with the three driest years on record. Water agencies throughout the state are experiencing water supply shortages from both Northern California sources and the Colorado River Aqueduct.

In this event you will hear from four industry experts on the California drought. What makes this drought unique? What impact has it had on water supply planning and conservation messaging? What are agencies doing differently this time to lessen the impacts? How will this effect water planning decisions for the future?

This event will be followed by an event later this year focused on the Colorado River Aqueduct.

Our Speakers

Tia Fleming is the Executive Director of External Affairs at the California Water Efficiency Partnership. She has over a decade of experience working with environmental and water-focused non-profits and municipal organizations managing outreach, advocacy, facilitation, coalition development, and communications. Before joining CalWEP, Tia worked with WaterNow Alliance, Imagine H2O, and Food & Water Watch. She currently sits on the Board of Directors of Rogue Water Labs.


As Deputy Director of Communications at the Department of Water Resources, Margaret Mohr is responsible for managing the public affairs team that supports California’s water resources, systems and infrastructure.  The Department of Water Resources is responsible for planning for future water needs, climate change impacts and flood protection through various programs including the State Water Project, Division of Safety of Dams,  groundwater management, environmental services and Save Our Water campaign.  

Prior to joining DWR, Margaret worked for a non-profit, Veloz, supporting Governor Newsom’s 2035 electric vehicle goal, was the Deputy General Manager, Business Development and Marketing at the California State Fair. Margaret started her career in broadcast television as Marketing Director at several Texas and California TV stations.


Tiffany Tran is an associate resource specialist at the Metropolitan Water District of Southern California.  She is part of a team responsible for forecasting water demands for the 2020 Integrated Water Resources Plan, a long-term plan that helps guide Metropolitan's supply investments, programs and policies.  She is also part of a team responsible for tracking and monitoring Metropolitan's supply and demand and developing strategies and programs to meet the region's water needs.

Prior to joining Metropolitan, Tiffany was an associate engineer at the Inland Empire Utilities Agency where she was responsible for ensuring the agency's water and wastewater facilities were in compliance with air quality rules and regulations.

Tiffany has a bachelor's degree in environmental science and engineering from UCLA and a master's degree in civil engineering from Cal Poly Pomona. She is the secretary of the Society of Women Engineers at Metropolitan.


Whitney Ray is Supervisor of Water Conservation at the East Bay Municipal Utility District. In this role, she assists in leading the Water Conservation team in the creation and implementation of water conservation programs and workshops. Whitney sits on the California Water Efficiency Partnership Program Committee as Vice Chair and is an active member in the Alliance for Water Efficiencies Research Committee.

Before joining EBMUD, Whitney worked in energy and water efficiency for a private environmental consulting firm that focused primarily on working with Bay Area utilities.

Whitney holds a Master of Science degree in Natural Resources and Environmental Management from the University of Hawaii.
